The Welfare State was not forced; in fact, it was widely welcomed by a nation which had largely demanded it after the war. Once the Welfare State was created it continued to evolve over time, partly due to the changing economic circumstances in Britain, but partly due to the political ideology of the parties which moved in and out of power.
This article focuses on processes of social change in Sweden, an advanced welfare state. it starts by pointing out the failure of contemporary welfare state theory to deal with the imbalance between the goal of equlality and the goal of efficiency in the production and distribution of both capital and social values.
